Adopting Irrigation in Rwanda

Limited adoption of productive technologies like irrigation is a prominent explanation of low agricultural productivity in sub-Saharan Africa (World Bank 2007). This paper contends that market inefficiencies might help explain some of the reasons that farming households are not fully adopting the use of cutting-edge technology.
